MSA Committee Descriptions
MSA Bylaws – Article III: Membership (Revised and Approved by Membership 2.1.2025)
  • Per MSA Bylaws/Article XVI:
    • Any proposed amendment to the articles of incorporation or bylaws of MSA may be made by: (1) a full member; (2) the council; (3) a member of the council; (4) the executive director; (5) a committee of MSA; or (6) a member of a committee of MSA. 
    • Any proposed amendment to the charter or bylaws of MSA must be submitted in writing to the executive director at least forty-five (45) days in advance of a meeting at which the amendment is to be considered by no later than 4:00 p.m. Central Time. 
    • Any amendment to the charter or bylaws of MSA requires a two-thirds vote of the members.

  • Per MSA Bylaws/Article XVI: In the event of a conflict between the articles of incorporation and bylaws of MSA and the articles of incorporation, bylaws, policies, and requirements of the Federation, the articles, bylaws, policies, and requirements of the Federation govern. 
  • Per MSA Policy Rule 101: In the event of a conflict between the articles of incorporation and bylaws of MSA and the articles of incorporation, bylaws, policies, and requirements of the Federation, USYSA, or USASA, the articles, bylaws, policies, and requirements of the Federation govern with priority and followed by the articles, bylaws, policies, and requirements of USYSA and USASA.
